This is an executive order signed by the president. Dated May 9th 2007. This is basically an order that says in the event of an emergency, any emergency domestic or foreign the president can dissolve congress and assume its powers. He will be able to suspend elections and basically be the dictator until he feels he should give backs his supreme power. This is straight off the White House web site.
